It normally works that the waitress is thinking about their tip, so they give back an assortment of bills. If the change is $14, you ahould get back 2 $5 and 4 $1, otherwise your tip may be smaller than you want. If it should be a $5-8 tip, you may only get $4 since the person paying may not have other bills to make it work.
