At 17% or less I'd just throw it straight into the bin. Leave the fan on for a couple of weeks and take a load or two out to town or dump it back on top. Probably be around 15.5 average which won't get you discounted up here.
18-22% gets sent through the dryer here. Much wetter and it really slows down our dryer, so we will let it sit in the field a little longer.
