OSU released a newsletter claiming that your bin will bust if you add too much moisture

It appears to claim alot of the same information from a 2015 article from Nebraska

Was wondering if anyone had experience with this. I could not find any articles of people claiming to have actually have (or admit) bin damaged from the beans swelling up. I understand that I'm probably not going to get back to 13% but anything I add would be beneficial.
My current thought is if I reverse fan to pull moisture down from top I could recondition the top layer hopefully avoiding busted bolts and then unload beans, pulling the higher moisture beans from the top. This way I could continue to add moisture to the new top layer, maybe unloading a truckload once a week or so?
Also if i add to much moisture hopefully it would be more on the topside of the bin which would be easier for me to test and unloading in a hurry. Plus hopefully less beans sticking to walls or floor.
