Not sure that would get off the ground in the UP. The anti turbine groups have so far been quite successful limiting those being built. They can cross out "turbine" and inject "solar panels" pretty quickly.

However: there's an awful lot of State and Fed lands in the UP. Put them there. Solve an awful lot of problems they won't have like getting them sited on private land does.
