Safest would be if everyone drove the same speed. Raising the speed limit will just increase the range of speeds that people are driving. Creating more anger in the high speed crowd when they come up behind a driver that is driving 70 in the left lane to pass someone that is going 68. Seen it happen here when speed limit was raised from 70 to 75.
