I call bs on windrow being to light to make a tight bale. If you let the alfalfa get damp, like it is supposed to be to bale, I don't care if you have to drive a mile to make a bale, it will be tight if the baler is right. You need to check the tension cylinders and see if one or both are bypassing oil on the inside. Common problem. New seal kit will fix you up. Or maybe two kits.
