Because they are traveling at the posted maximum legal speed. That's their justification. This ignores the fact most states either require you to use the left lane only when passing or require you not to impede traffic flow.
The one place I am a certified PITA is construction zones. As someone who has friends in the business and living in a state where fines get very punitive I don't speed in construction zones. The only exceptions are the ones with miles and miles of cones with nothing being done. In those I run with traffic until there is activity. |
