If you are baling a 3rd or 4th cutting skimpy windrow you can red line the baler and not get a tight bale. For a tight bale you need a good formed 5 foot wide windrow so the baler can pack it evenly. Just a wild guess but guessing by the date and your location I know what your baling, it's tough to get a big windrow in alfalfa this time of year.
