Exactly, they are primarily motivated by gun control, school shootings are merely the tool they're using at the moment to accomplish that goal.
School shootings, like terrorism attacks, are a crime that exploits systemic weaknesses. Reduce those weaknesses and the epidemic decreases disproportionately.
