Speeding isn’t always reckless. When running 8-9 over and fly up on someone lingering at the speed limit or less in the passing lane is far more reckless and the law realizes this and identifies them as a greater problem than someone going 8-9 over.
you must not be a very good driver if you fly up on someone because if you had any common sense you would realize they were going slower then you and common sense would tell you to slow down before you got right on top of them but as in today's world there is no common sense |
