Hammer a T post upside down so they can't lift it over the anchor, and set it deep.

Another thing that works good, is to attach it to an old cattle panel, near the middle. Do that when the ground is frozen and there is nothing to attach to, like around piles of round bales. Too big and awkward for them to really move, and if they try the bars bump their legs and it snags on things.
