Yes it looks EXACTLY like a regrowth stump. Have more of them in a rocks throw. A rental across from my back fence has a doozy. It is up there a LONG ways and it has shed a huge sucker limb about three times since I lived here taking out electric service lines each time and roof a couple times, AND it has a very tall dry dead branch just waiting for good wind to ad to woes

The one on my other side waiting to get my bedroom has big woodpecker holes from the peckers looking for bugs and insects. Hope I Dont have to help or even watch 911 carry out the 2 young girls living there. I keep asking them to trim bottom suckers off cause it makes the top stronger, they dont get it. Loose their hat in the lower limbs every time they mow. My rule for trees I own is you can walk anywhere underneath and not brush your head.
