A BT-99 is an excellent trap gun but I don't think it is what you want. If a person ever shoots doubles or other two shot games you cant use the BT.

An 1100 or 11-87 trap is an excellent choice. You can put comb risers on any field gun and get the same effect as a monte carlo stock.

There is an excellent Browning BPS listed on a shotgun world site for $450. I’d be all over that if I didn't already have one. Lots of young shooters start with one of the SKB guns, they seem to hold up.
