They could be hedging a prior purchase and wouldn't need to go long...They also could go to settlement. 

You  have to think also, that the market could be coming down because there is no bid...that is the way they would exit without raising price too much. most cover rallies don't last much longer than a week or so and you will need more than a cover rally to turn a trend.
