No, it really isn't. If you have been selecting your hybrids based on high test weight and then it comes in at lower test weight, well it might be poorer quality.
A hybrid that normally is in the 54-58lb test weight range can be very high quality at 55 lb. I grow a hybrid that gets shipped to a pet food processor at times. It has large flat very showy kernals. They love it and at times I will get a premium when they are having trouble sourcing enough good processing corn. They will reject a load based on small kernals, even if the test weight is great.
I grow this hybrid because it has been one of the most consistent high yielding hybrids we have. We do multiple test plots per year. The majority of our fields are split planter. This hybrid rarely wins the test weight contest(never probably), but almost always edges the yield battle. If it didn't win the yield, I wouldn't plant it unless I always got a premium that made it worth it.
