| The bill you are citing is not the bill that was passed or put into law , the chips and security act was opposed by 187 republicans in the house and 34 in the Senate along with trump publicly against it. Just because a bill uses some of the same words does not make it the same bill.
It's like the border bill that Republican senator Lankford proposed and Trump and MAGA killed, but instead of wasting money building walls that are easily funneled under or used a 31 ft ladder to go over, it addressed the problems of a modern immagration problem at the crossing points on the southern border. What trump and MAGA fail to understand is the migrants are not looking to sneak across the border work for six months and head back to Mexico, they are trekking into Mexico from third countries and walking up to the border crossing and claiming political asylum. These are two very different types of problems and Is kind bill addressed the issues that have arisen from this change.
But again lucky for trump there are a whole lot of useful idiots that he can call apon to carry his water for him.
