That is because the standard for #2 corn is 56 lb per bu. If the corn is denser than 56 lb per bu you have more mass in that given volume so more bu.
It is still weighed and then the total weight is divided by the standard of 56 lb per bu. If your corn tests 62 lbs per bu you will get about 11% more bu.
