I assume he means what virtually every other person with normal comprehension knows it means. Zero tolerance for people crossing illegally. There are laws in place for the circumstance you described. Some have made the valid point that those laws need some improvements made to them. That is almost certainly true.
Now can you explain the main job description of a border crossing guard? There is actually a hint in the job title.
