| Your comprehension skill are showing again, the bill stated that the provisions were mandated when 5000 daily encounters happened vs your claim they it could not happen until 5000 encounters happened.
Perhaps you could have somebody explain the difference in that distinction.
Further more perhaps somebody could explain to you the difference in how the people are showing up at our border. Hint they are not crossing between the border check points they are crossing at the checkpoints, do you understand what that means?
