Started the concrete work for a 36ft 13 wide cor bin Friday. Concrete crew hired by bin company poured a 30 ft circle. Rebar in the outside but none in the pad. Mix was 5 1/2 bag with fiber. They'll be back tomorrow to pour the outside 4ft. Drill and pin the first pour. Outside is 4ft wide 2ft deep. Never seen a bin pad poured like this. Should I be concerned??
