Onions can be much trickier to have large bulbs at maturation. Short day onions start to make a bulb with 10-12 hrs of daylight, thus north like you are, they never form a large one, starting too soon and then mature and stop. Intermediate day onions, starting to bulb at 12-14 hrs of daylight are what I plant here in Central Kansas….they will form a large, sweet bulb. Long day onions need 14-16 hrs of daylight to bulb and generally are more pungent than others. Most ‘sets” that I have planted are short day onions. Plants can be a better choice and an intermediate to long day would work better for you. There is a great source of onions and garlic in Omaha, Texas. I cannot. think of the company name now but a quick search would tell you.

Nice garlic. You can get some cured out to plant next month.
