S Illinois | This transmission line isn’t some windfall for the Taliban. It’s been in the works since 2014 and some of it was built in Afghanistan prior to 2021. The vast majority of the cost of the project was in the other 3 counties as they are the primary pushers of the project. Afghanistan got lucky to be the county they needed the easement through. The Bank is also basically holding the money in escrow to be paid as construction is complete. Not some big windfall. | |
