Usually oil production has mostly to do with oil price. If oil is low, more of it stays in the ground…….for several reasons. When oil prices are higher, it makes sense to maximize production.
You do realize that oil price is determined by world supply and demand. You can politicize it either way but it’s really not up to anyone that we elect or anything they do.
