south central WI | We put mowing, snow plowing, and other things out for bids. The county bids on it, along with any interested private individuals or companies. I don't think we ever had the county win the bid going back to when we started putting bids out when I was on the board a decade or more ago. The county has to charge prevailing wage and can't underbid what their actual cost is. Private individuals can charge whatever they want, and they do. | |
