Good friend of mine is a surveyor. He's said for years that "line" and "fence" do not belong in the same sentence. He's been involved in way too many cases where the fence had not much to do with the line. He's the same one that always growls a little bit when people claim the own to the center of the road, also.

The neighbor in this case sounds like he had good intentions. BUT- isn't the road to hell supposed to be paved with good intentions?

Heres the thing that should have been done. No matter if it was going to improve things in some opinions or not: it should have been a mutual decision. The OP liked it the way it was. THats where it should have been left. Doesn't have to line up with anyone else's opinion.

I've had this same sort of thing happen many times over the years. Fence, markers, trees. etc removed without my knowledge or OK. A couple times, its caused some hard feelings that never should have happened. Its just not that hard to make a phone call or stop in and talk about it first.
