That is certainly true, but another big problem is , according to agents and the State, is scams. After a  'cane folks will file bogus claims, inflating bills , make other damage look like from storms, etc. 
After every storm, lawyers advertise their service . " YOU HAVE STORM PROBLEM  ? LET US FILE YOUR CLAIM< WE WILL GET YOU MORE ".
Then use shady cheap contractors, turn is inflated bills.
