Yes, the difference is trump tried and was blocked by the dems and rhinos. He tried on the wall and was blocked and then found a way around some of that and got quite a bit done. When the dems got back in they opened areas that had been built and fought texas on their every attempt to block entry. So don't equate those two things to broken campaign promises like most polititions give.
