This is a very well established political strategy.
To get a concept passed it needs to be narrowly focused so it doesn’t affect too many people so there isn’t too much push back. Once the concept is accepted the bar for being affected can be gradually lowered in increments. As it is lowered, those affected at previous levels cheer it on with the “how do you like it now” attitude because when they were fighting it themselves no one else cared. Those still below the threshold falsely believe it isn’t their fight because it will never affect them so they continue to stay silent. By dividing society into smaller groups of newly affected people they can eventually get the entire society under legislation that they never would have accepted had they known it would eventually target them also.
