Speculation. Yes. Wild speculation, also yes since this is a proposal that would have go through congress first.
In contrast a proposal for a 60% tarriff on all imports from China and 10%-20% on all other imports which would cause a loss of $4000 per family per year is also speculation. But it is not wild speculation since a President can impose tarriffs without congressional approval.
