The way I understand IL law, if a tree is on the line/ straddles the line, you can't remove it without the other party's approval. You can trim all you want on your side of the line, but it better not be to the point it kills the tree.

If the tree is completely on one side of the line, at least as far as the trunk, then that side has control over the tree. Again, the other side can trim anything overhanging the line, so long as it doesn't kill the tree.

I'd say you definitely have reason to be upset.
