The way I read this is it sounds like this fence is near his home not a field.
Fence lines are funny. Most people don’t want to maintain them. The old timers with rods and chains are more accurate than modern sub inch GPS equipment from what I’m told and you find out exactly what type a person you are neighbors with whenever something needs to be done with a fence
