Most politicians and their families are in the upper class financially and would be severely hurt by taxing unrealized capital gains as well as loss of stepped up basis. 98% of their election financing comes from persons of even greater wealth.
In other words, when it anything more than a token amount of unrealized gains taxation or losing the stepped up basis for inheritance, "IT AIN'T GONNA HAPPEN"
