I used to work down by Carbondale and I think there was a county or two south or there that had done something similar.  Not enough tax base to get enough township money to keep things going, but thrown together they could get a crew of 4 guys and enough equipment to hold the roads together.  Might be worth a call to some county engineers down there to find out.
