Ilive on the border of two counties. One had been county road department for years. The other had been township for a long time, but may have recently gone to a county wide road department.
All I can say is we had the best roads and the lowest levy when the road department was by township. However, it was set up so that they bid out the road work. Worked well. If the low bidder did a bad job, you only had to put up with them for a year, and the township would ask for bids, and could 'veto' the outfit that did substandard work. Also, if the township found an outfit that did an exemplary job, they could rehire them even if they didn't have low bid. Had the best roads around with that system.
Contrast that to the county, where if you have a grader operator with a bad case of the shakes and eyesight like Mr. Magoo, it is a 10 year process to get another operator, and the roads suffer. I have commented that I might need to get a double bar mower to mow the road ditches, one bar for the shoulder, and another for the weeds growing down the middle. Oh, and don't even get me started on the lumps that they leave behind. Don't have those problems across the county line.
