I'm pretty sure that wasn't the reason it prevented passing. Most folks didn't bother to read the fine print on that proposal that truly made it a piece of legislation that was not good for the country. Much higher limits further down the page than the public saw posted, with many changes available to many of the restrictions. It was deceiving.
