Southeast WI | Might be best to try and work with neighboring townships and put your own group together to buy new equipment and have a couple topnotch operators you can pay competitive wages/benefit pkg? I know many towns here have been exploring and going down this path for ambulance and fire OR in the case of ambulance hiring out to privates to cover several townships.
In our county I don't think there's a single unpaved road due to foresight and planning of past generations so we only have mowing/tree cutting and snow plowing for town employees. Grading adds a major 3rd dimension for you. Some towns here had the county plow snow and that was a disaster as they couldn't be timely so they went the private route.
