I do not know much about the IOOF, But in every small town in southern Indiana, in the business district is a two story   building, usually brick, that says "IOOF" somewhere on the front. First floor was rented out for a storefront, second story was the Lodge Hall.  Seems around here, the IOOF ran and maintained  a public cemetery in every town. That seemed to be their civic function.
Now, I don't know of an active lodge.
