Wisconsin | This looks like poison hemlock to me, a different plant with different poison and a biennial so different control.
The other two suggested pictures, one is a moss, and one is "milk parsley" and resembles parsley leaves. The original three pictures look like water hemlock to me. If you want to confirm, slice open one of those root bulbs and look for the compartments and smell, but wear gloves and don't use the knife for food! Those root bulbs are the most poisonous part, so I wouldn't worry too much about a few stalks getting into hay. But it's not hard to kill, just takes persistence to track it all down.
There are at least three different species of water hemlock, and you didn't give us pretty pictures when it's in full bloom, but that looks like the normal variation to me.
