It is a severe case of aphids. For some reason their population is higher where you have potash deficiency symptoms. I haven’t read anywhere whether the aphids are attracted to potash deficiency or are they causing it by extracting the nutrients out of the leaves. Also look for cyst nematodes there to as they can cause nutrient deficiency as well.
