That's correct.
Wasn't inheritance tax devised to help eliminate what happened long ago in Europe where land became owned by a few wealthy landlords and everyone else were peasants working the land for the landlords? Those peasant came to America to have land of their own. Inheritance tax was used to try to take some of the wealth away at death so multi generational families could not accumulate so much wealth to the point we ended up with a feudal type system again.
