If you think you have a RAM issue open up Windows Task Manager (right click task bar -> task manager, or start->run->taskmgr.

Click on Performance tab.
Physical Memory (K), total = total RAM.
Commit Charge (K), total = amount of RAM required to run all programs (if this exceeds physical memory then the page file is used). see page file use history.

Close APEX and reopen, or open APEX with Task Manager running. If page file starts going up --> get more RAM! else other issues.

When the page file gets used it means the Hard drive is being used to "copy" contents of RAM to it. This process is slow, compared to having enough RAM. If you have a lot of programs open then you are likely to be using page file if you dont have much RAM.
