He’s correct, the salt is only added when doing the final working/patting the butter into whatever final shape you want.

If you put it in with the cream, you would have awful buttermilk assuming you are churning cultured cream and saving it. If using sweet cream, almost all of the salt added would wind up in the buttermilk.
