Doesn't the mfg usually write the label? EPA approves/disapproves it as submitted, I believe. I know we often read here on AT about people wanting to spray off-label operations and how they are usually heavily chastised for such suggestions. 

So...with the same mindset re. label misinformation, couldn't ground application also be safely and legally reduced to much less than the current label mandates? Maybe down to 5 gpa by ground presuming the label was wrong? I presume most applicators know why aerial labels are written with lower carrier rates than by ground.

Copy/paste from BASF Liberty label:

Ground Application • Apply early when weeds are small with directed rates as identified in the Weeds Controlled section. • Apply Liberty 280 SL in a minimum of 15 gallons of water per acre. Increase to 20 gallons of water per acre for better coverage of large weeds, dense foliage, or when using larger spray droplets.
