The direction to turn them depends on which way they are put on and brand. Turns to back off depends on brand. Several ways to do it. When said and done the rod should not strike more than an inch from release to full application.

When you say that the rods should not stroke more than an inch, I take issue with that. Some larger 16.5" brakes could end up dragging with clearance that tight.

I myself intentionally adjust the brakes too loose, then I stroke the brake pedal several times and let the auto slacks do their thing. I will then check brake stroke. As long as it's under the maximum allowable (say, 2" for a size 30 chamber), I'm fine with it. As a bonus, I also know that the auto slacks are functional.
