The weight has to be in back to counteract the weight on the forks, but that's terrible for soft loose gravel, so if that's a problem, make up a concrete pallet to carry across tough spots, even if you have to carry it back and forth with the load. Electric fork lifts are easy to find, but they're all smaller tire indoor units, not larger pneumatic tire like you'd need to cross gravel drives.
