I have a 784, which has essentially the same transmission and rear end as yours. One source of a whine that I've experienced is hydraulic cavitation in the lines and steering system. In my case, that's because the parking brake band is falling apart, and is plugging both hydraulic intake screens with brake debris. I wouldn't say that's a very high-pitched whine though. More of an obnoxiously loud buzz.

To narrow down the problem, repeat the scenario of him driving past you, but this time try a lower gear at the same rpm. Try to determine if it's a single gear, or if it's more based on engine speed or load.
