I don't know if it was intentional, but the design of the old windmills was very well suited to its purpose. It could pump water in light winds, and it was also resistant to being destroyed by high winds. The large number of blades created enough drag to prevent it from over-speeding.
It may not have been as efficient as the newer turbines, but that wasn't important.
