You could use a long reach, or a dragline, or a silt scoop as the Australians do with tractors and cable. Or just get what you can reach with whatever hoe you have available. If you make it deeper where you can reach, the silt will move there by the next time you clean it, but the steeper bank will move more also. You may have to handle the silt twice to get as much as you can, need a pool or dam to keep it from coming back in if you can't get it over the dam. In ND I bet you don't need a pipe for overflow, just keep the sod in good shape and the water's overflow path long and gradual enough and it won't wash out. I'm assuming you mean the 1" pipe is plugged? If the plugged pipe is straight, you could roto root it with a wire, sewer snake, rods or rebar. If it has bends, try air pressure. I might not be understanding the issue though.
