The ones I've cleaned I sit on the dam with a long reach and have the dozer push mud to me while I throw it over the dam.

Start on one side only pushing 20% of the blade width and to the top of good clay for dozer traction. When the dozer is caught up to the excavator he pushes good clay up on the inside and top of the dam to help reseal it.

Make sure there's nothing behind and below the dam as that silt will flow a mile and level and destroy anything in its path.
