Had a winter wheat/winter camelina mix this year and had no problems terminating with 40 oz of RUP and oil. Shouldn't need 2-4D. Not sure if it's your first experience with winter wheat as a cover but it does take a bit to show the effects of being sprayed though so be patient with it. If it's not good growing weather for it, it's not good dying weather either.
